DECLARATION OF the NATIONAL COORDINATION OF SECTIONS CNES IN STRIKE (5th NATIONAL MEETING)

The representatives of the local unions of 19 establishments in strike joined together the 14 and August 15, 2006 with Béjaia, adopt the following declaration:

For the Regional Coordination of the West:

USTO, University of Beautiful Sidi Abbès, University of TIARET,

For Regional Coordination Centers:

BOUMERDES university, University of BLIDA, University of BEJAIA, USTHB, EPAU, ENS BOUZAREAH,

For the area Is:

University of CONSTANTINE, University of OUARGLA, University of JIJEL.

University of CHLEF, University of Mostaganem, INA, INI, ENSET Oran, ENTP and CU Mascara were absent absent person and were represented by regional coordinations.

More than 20 days after the suspension of our strike by the national coordination of sections CNES in strike, and at the time when it was awaited the authorities of measurements of appeasing, the latter continue in their policy of escape ahead, going straight towards aggravation of the situation.

Indeed, except the lifting of legal control for our representative coordinator of west MECHAB Mustapha, greeted by the teaching ones and the teachers in strike, the authorities did not concretize any of their other engagements. Legal control is still not raised on our representative coordinator of center CHERBAL Farid and colleague BESSILA Khaled and the legal proceedings are maintained against them like for the delegate of the section of Béjaïa AKROUR Mohand Saddek.

Worse, in spite of the suspension of the strike, the vice-chancellor of the university of Béjaïa continues to bait against the teacher (E) S strikers: seven of our colleagues (five delegated and two teachers strikers) are convened with the police station following a complaint of the aforesaid vice-chancellor. The new director of the ENS of Bouzareah threatens the teacher (E) S in strike of dismissal. The vice-chancellor of the university of Tiaret and the director of the INI decided not to pay the annual leave of the teachers in strike. The same fact is announced to the university of Constantine concerning four teachers. In the majority of the university establishments, illegal engagements, forcing the teaching ones and teachers not to strike more definitively, theirs were imposed on the place and place of the statement of exit. Lastly, all the administrative sanctions taken against the teachers in strike are always of strength (not payment of the wages of June and July, cancellation of training courses and the grants…).

Concerning our platform of claims, the answers brought until there are clearly in on this side waitings of the teacher (E) S. the wage increase granted in June as that of the production bonus are unimportant. The specific increase promised for July is still not there. The decree on the residences remains deeply ambiguous.  The particular statute promised for before September always trails. The claim of the democratization of the management of the university received a negative answer. Worse, in practice, the management of the university more than is ever characterized by administrative authoritarianism and coercion. It is this same logic which governed the raising of almost five chiefs of establishments in the context of the strike.

Taking account of all that, it is difficult to foresee an exit with the social conflict and the current crisis of the Algerian university. The national coordination of sections CNES in strike challenges the supervision and the authorities on the enormous risks which accompany the university re-entry by September 2006: 240000 blocked students, 220000 new graduates on standby of integration,… and nonvalidation of the teaching year 2005/2006 in prospect.

More than ever, the teaching ones and the teachers have to mobilize themselves around their legitimate claims and to reinforce solidarity and resistance only capable to force the supervision and the authorities to bring answers appropriate to our claims.

More than ever, we are determined to make succeed our claims and express at the same time our availability with the opening of true negotiations between the MESRS and our representatives.

The next meeting of the national coordination of the sections in strike will take place the 28 and August 29, 2006.
