DECLARATION OF THE NATIONAL COORDINATION OF SECTIONS CNES IN STRIKE (6th NATIONAL MEETING)

   The representatives of the local unions of 19 establishments in strike joined together the 28 and August 29, 2006 in Algiers, adopt the following declaration:

   For the Regional Coordination of West:  USTO, University of Sidi BelAbbès, University of TIARET, University of CHLEF, ENSET Oran, UC of Mascara. 

   For Regional Coordination of Center:  BOUMERDES university, University of BLIDA, University of BEJAIA, USTHB, EPAU, ENS BOUZAREAH, INI, INA.  

   For the eastern area:   University of OUARGLA, University of JIJEL.  University of Constantine was absent excused and represented by the representative of the eastern area .  

  The ENTP was absent. 

  The UC of Khenchela was invited as observer.

   Some days before of the university re-entry and after 34 days of suspension of the open national strike it was awaited by university Professors in strike of concrete and serious answers to the claiming platform, beyond the precondition of the annulation of the legal proceedings. besides the annulation of the legal control, our representatives coordinators of the west and the Center, Mustapha MECHAB and Farid CHERBAL are still under the blow of the legal proceedings, and the instruction is in hand. Our delegate of Béjaia Mohand Saddek AKROUR continue to undergoing legal harassing whereas our colleague BESSILA Khaled de Constantine is still under control and the legal proceedings. Let us add that Mustapha MECHAB was auditioned twice by the examining magistrate and that Farid CHERBAL will be auditioned also on August 30, 2006. One cannot omit the interference in the trade union, by interposed legal apparatus, of  Mr. BABA Ahmed, rector of the University of Blida, having led to the freezing of the section and the prohibition of trade-union activities, carrying thus reached with the trade-union right, however guaranteed by the Constitution.   

   Moreover, the rector Mr. Merabet Djoudi of dimensioned sound, persists in prosecuting seven of our colleagues with of which delegates, thus confirming his zeal particular to badger the teaching ones and teachers in strike with the university Abderahmane Mira. of Bejaia. The establishments chiefs of the university of Tiaret, Mr. Hadj Zoubir Nasr Eddine and of the ENS of Bouzaréah, M.Henni Abdelkader, with against current of all the other rectors, deliberately refused to pay August (month of annual leave) in violation of the laws governing the working relationship.     

   Following a wide-ranging bearing debate on the evaluation of the situation, National Coordination calls the professors, after having signed exclusively the usual statement of recovery, to take again the movement of strike in accordance with the votes of AG of July 22, 2006 and to immediately organize AG to discuss implementation of the prospects for the movement of strike. Our movement of open strike will be evaluated weekly and a National Coordination meeting is right now envisaged on September 7, 2006.  

   National Coordination calls the professors to think about all actions of national scale able to reinforce our strike's movement in order to make successful our claims.

  National Coordination warns the Minister on the use by certain chiefs of establishment of the elements of the personnel of Control and Sécurité as militia to thwart the movement of strike knowing that the regulation concerning this personnel explicitly prohibits their intervention in the social conflicts. The Minister and his chiefs of establishments will be held responsible for any skid resulting from this use.

   The programming of Summer school followed by a National Council, by Mr. Boukaroura the National Coordinator repudiated by professors in strike, when National Coordination calls with the resumption of the strike, will not be able to occult the crisis of the University since the strike of May 13 and to stop the determination of profesors to fight for the lifting of the legal proceedings and the claiming platform.   National Coordination decides within this framework to call for a carryforward of the National Council meeting envisaged on September 4, 2006. 

   Beyond the differentiated situations of the CNES sections and the professors of the the various establishments, National Coordination invites them to join the movement of contestation and to make of it a strong moment of solidarity and unity in the combat for the satisfaction of our claims and a better University.
