She noticed ambiguity regarding national reconciliation

UN Rapporteur witnesses absence of freedom of expression

El Khabar (february 1st 2007) - The UN human rights council rapporteur, Mrs Yakin Erturk judged unclear the provisions related to reconciliation wondering whether the exceptions included in Peace and National Reconciliation Charter in relation to individual cases were really enforced so far.

Mrs Erturk said some charter’s clauses are vague, such as incrimination of anyone uses nation’s tragedy as obstacles to freedom expression; she expressed her solidarity with missing persons’ families who should have full rights to express themselves without any threat. In addition, Mrs Yakin’s 10-day visit to Algeria included debate on Algerian women’s social conditions who are victims of violence and desecrations. Amnesty doesn’t include persons involved in collective massacres, desecrations and bombs planting in public places, she added.

In a press conference she held in “El Djazair hotel”, Mrs Yakin closes her visit by distributing copies of her report to Algerian journalists, where essential points were discussed such as, the Algerian turning point of September 2005 relying on peace charter and national reconciliation through referendum.

Charter allows pardon to implicated persons in crimes in the last decade; it even includes human rights violations such, as torture and compulsory disappearance of persons.

Peace and National Reconciliation Charter condemns whoever commit harms against the nation, through declaring or writing any thing that affects national dignity, exploiting national tragedy as a pretext to destruct national properties or to perverse its reputation to a 3-5 years prison, beside paying over 250.000 to 500.000 DA fines.

The national charter must include articles about compensation to women and mothers whom relatives are still missing and to facilitate the task for them to achieve their needs without bureaucracy nor delay, added the rapporteur who is displaying her report to Human Rights Council within the next six months.
